Here's a fun tutorial for Glitter Heart Balloons for someone special in your life!
Apply your vinyl stencil to your balloon. TIP: I cut mine right at the bottom to make all the sides lay flat.
Apply a layer of decoupage to balloon.
Quickly pour on glitter over decoupaged & carefully remove your stencil. Let dry & ta-da!
